Afghanistan National Ranking Index (ANARI)

Empowering Transparency. Recognizing Excellence. Driving Change.

About ANARI

The Afghanistan National Ranking Index (ANARI) is a groundbreaking national initiative by ERTEQA, designed to evaluate, rank, and recognize institutions across Afghanistan based on their performance, governance, transparency, and impact.

ANARI provides Afghanistan’s organizations — NGOs, CSOs, public institutions, and private entities — with a data-driven platform to measure their institutional strength, benchmark their progress, and showcase their credibility to donors, partners, and the public.

It is more than just a ranking system — it’s a movement toward accountability, efficiency, and excellence.

Our Vision

To create a transparent, evidence-based national framework that highlights the strengths of Afghan organizations, fosters healthy competition, and accelerates institutional growth and sustainability.

Vision Statement:

“To build a culture of performance and trust, where every Afghan organization is recognized for its excellence, integrity, and innovation.”

Our Mission

ANARI’s mission is to evaluate, empower, and elevate Afghan institutions through standardized assessment tools and transparent rankings that reflect real performance, not influence or reputation.

We believe strong institutions build a strong nation.
Through ANARI, Erteqa aims to bridge the gap between capacity and credibility, giving Afghan organizations the visibility and trust they deserve.

Why ANARI Matters

Afghanistan’s development sector is vast and diverse — yet there has never been a unified, transparent system to measure organizational performance across all institutions.
ANARI changes that.

Here’s why your organization should join the ANARI framework:

  • National Visibility: Showcase your institution’s achievements on a public ranking platform.

  • Donor Confidence: Build credibility and attract funding through verified institutional performance data.

  • Performance Insights: Identify gaps and areas for improvement through detailed feedback reports.

  • Benchmarking: Compare your organization’s standing against peers across sectors and provinces.

  • Recognition: Earn national recognition as a leading, transparent, and high-impact organization.

What ANARI Evaluates

ANARI’s ranking framework is built on international standards of institutional performance and localized to Afghanistan’s unique context.
It evaluates organizations across five key dimensions:

  1. Governance & Leadership

    • Institutional structure, decision-making, compliance, and integrity.

  2. Financial Management & Transparency

    • Budget control, donor reporting, auditing, and financial accountability.

  3. Program Quality & Impact

    • Project effectiveness, relevance, sustainability, and measurable outcomes.

  4. Innovation & Adaptability

    • Adoption of technology, learning systems, and process modernization.

  5. Gender, Inclusion & Ethics

    • Commitment to equity, PSEA, safeguarding, and community participation.

Each category contributes to a weighted national score that determines institutional ranking across sectors and regions.

ANARI is open to all organizations operating in Afghanistan, including:

  • National and International NGOs

  • Civil Society Organizations (CSOs)
